Abstract This paper surveys the technologies available for constructing a pervasive, national‐scale road pricing system. It defines the different types of road pricing, the methods by which a vehicle’s position can be determined, and then examines possible pricing regimes in the context of their technological requirements and implications. The issue of enforcement and the distribution of pricing policies are considered, and further complexities are outlined. An examination of the security aspects of such systems is made, focusing particularly on the need to ensure privacy using technological, rather than solely procedural, methods. The survey concludes that a pervasive, national‐scale deployment is unlikely to be technically achievable in the short‐term. 相似文献

A mathematical model of automobile trip tours is presented. Within a framework of eight common restrictions on automobile trip making, all travel behavior is assumed random and all of the ways in which tours can be arranged are assumed equally likely. Three probability distributions are derived from the model: (1) the probability that a household makes a given number of tours in a day; (2) the probability that a household makes a given number of trips in a day; and (3) the probability that a tour reaches a given number of destinations. It is shown that the model agrees with similar probability distributions generated from home‐interview data for Milwaukee. 相似文献

This paper explores the tenuous link between speeding behavior and accident causation, one that has not been well established in the international literature to date. Taking advantage of established engineering conventions and formulae, we were able to set up an a priori hypothesis suitable for testing. Utilizing this formal scientific method (which GIS researchers have been criticised for not using) we establish a statistical link for this relationship. Our methodology can be used to support all police intervention strategies, including the controversial photo radar systems. The results from our research have been entered into a GIS in order to create a map for spatial display. This map illustrates the relative probability or risk of collision occurrence resulting from speeding at all intersections and interchanges within the scope of the study. It is suggested that this methodology could easily be maintained with periodic updates of data, thus creating a dynamic model from which to monitor traffic safety within the city. Furthermore, this model can be utilized to study specific strategies, allowing for the scrutiny of before, during and after effects. The current regime of fisheries management and the prospects for attaining a more locally oriented, collaborative system of fisheries management in Diani-Chale, Kenya are examined. At present fisheries management in Diani-Chale is characterized by diminished government capacity for regulation, weakened local institutions, and little ability to exert control over the use of fisheries. Local level management requires the development and use of local institutions that can govern the use of fishery resources. The fish landing sites used by fishers and their associated fishing grounds were identified to be at the appropriate level for resolving fishery management issues. A more formal role for these entities, the clarification of fishing ground tenure and access rights, and support for the development and enforcement of local fishing rules can further local management. The socioeconomic condition of fishers, their fear of losing landing sites, and the continued perception of the imposition of a marine reserve pose barriers to initiatives seeking to further local level management. 相似文献

Bacterial pore-forming toxins (PFTs) are essential virulence factors of many human pathogens. Knowl- edge of their structure within the membrane is critical for an understanding of their function in pathogenesis and for the development of useful therapy. Atomic force microscopy (AFM) has often been employed to structurally interrogate many membrane proteins, including PFTs, owing to its ability to produce sub-nanometer resolution images of samples under aqueous solution. However, an absolute prerequisite for AFM studies is that the samples are single-layered and closely-packed, which is frequently challenging with PFTs. Here, using the prototypical member of the cholesterol-dependent cytolysin family of PFTs, perfringolysin O (PFO), as a test sample, we have developed a simple, highly robust method that routinely produces clean, closely-packed samples across the entire specimen surface. In this approach, we first use a small Teflon well to prepare the supported lipid bilayer, remove the sample from the well, and then directly apply the proteins to the bilayer. For reasons that are not clear, bilayer preparation in the Teflon well is essential. We anticipate that this simple method will prove widely useful for the preparation of similar samples, and thereby enable AFM imaging of the greatest range of bacterial PFTs to the highest possible resolution. 相似文献

In urban areas where transit demand is widely spread, passengers may be served by an intermodal transit system, consisting of a rail transit line (or a bus rapid transit route) and a number of feeder routes connecting at different transfer stations. In such a system, passengers may need one or more transfers to complete their journey. Therefore, scheduling vehicles operating in the system with special attention to reduce transfer time can contribute significantly to service quality improvements. Schedule synchronization may significantly reduce transfer delays at transfer stations where various routes interconnect. Since vehicle arrivals are stochastic, slack time allowances in vehicle schedules may be desirable to reduce the probability of missed connections. An objective total cost function, including supplier and user costs, is formulated for optimizing the coordination of a general intermodal transit network. A four-stage procedure is developed for determining the optimal coordination status among routes at every transfer station. Considering stochastic feeder vehicle arrivals at transfer stations, the slack times of coordinated routes are optimized, by balancing the savings from transfer delays and additional cost from slack delays and operating costs. The model thus developed is used to optimize the coordination of an intermodal transit network, while the impact of a range of factors on coordination (e.g., demand, standard deviation of vehicle arrival times, etc) is examined. 相似文献

This paper focuses on the evaluation processes by which decisions regarding transportation alternatives can be assisted. A multidimensional approach usually called multiple criteria decision making is required to represent the complexity of transportation policy and systems. The multiple criteria decision making techniques can be divided into two groups. The first is based on a ranking scheme approach and the second on a mathematical programming approach. A multiple objective mathematical programming procedure known as Goal Programming is presented. The authors examined the use of that procedure in real transportation problems. The results suggest that multiple objective mathematical programming techniques in general do not appear to be appropriate in transportation policy analysis involving mutually exclusive alternatives. Two major environmental problems currently affecting the Louisiana coastal zone are a high rate of wetland loss and high levels of surface water pollution. The application of secondarily treated wastewater to wetlands can be a means of dealing with both of these problems. The benefits of wetland wastewater treatment include improved surface water quality, increased accretion rates to balance a high relative water level rise due mainly to subsidence, improved plant productivity and habitat quality, and decreased capital outlays for conventional engineering treatment systems. Wetland treatment systems can, therefore, be designed and operated to restore deteriorating wetlands. Hydrologically altered wetlands, which are common in the Louisiana coastal zone, are appropriate for receiving municipal and some types of industrial effluent. While the U.S. Environmental Protection Agency has determined wetland wastewater treatment is effective in treating municipal effluent, it has discouraged the use of natural wetlands for this purpose. At the same time, funds are being used for the construction of artificial wetlands to treat municipal effluent. In the Louisiana coastal zone, however, wetlands are deteriorating and disappearing due to hydrological alteration and a high rate of relative sea level rise. If no action is taken, these trends will continue. Effluent discharge to existing wetlands should be incorporated into a comprehensive management plan designed to increase sediment and nutrient input into subsiding wetlands in the Louisiana coastal zone, improve water quality, and result in more economical waste‐water treatment. The authors believe that the Louisiana example serves as a model for other coastal areas especially in light of projections of accelerated sea level rise. 相似文献

The Sydney Olympics held in September 2000 provided an opportunity to monitor the planning of transport provision for the world's greatest sporting spectacular. As the single largest major event, the pressures on a city's transport system are enormous, as witnessed by the previous Games in Atlanta and Barcelona. This paper takes a value-chain approach to assess transport performance as a crucial element in the delivery of the Sydney Olympic Games. We begin with a brief overview of strategic value, highlighting some generic aspects of value chains followed by the transport delivery system that came to the fore as significant 'drivers' in the value chain. This is followed by a summary of the effectiveness of the buses, trains, taxis, roads and the airport. A more detailed look is provided of the private bus sector where the problems leading up the opening of the Games received a great deal of media attention. The Lebanese Council of Ministers has recently endorsed a plan for the reform and organization of the Land Public Transport Sector (LPTS). The plan implies a new role for the government: it would cease being just a loss-making service provider and become the planner and regulator of the sector under a new strategy. The strategy would aim at creating the enabling environment and conditions that allow and ensure the existence of sufficient, affordable and efficient transport services provided by several private-sector operators functioning under competitive conditions. Thus, the existing autonomous Railway and Public Transport Authority (RPTA) will be restructured to serve as the effective regulator, its bus operations will be corporatized (for possible eventual privatization), and all existing private sector service providers will be regulated. Following a brief overview of the problems of the sector and the components of the reform and organization plan, this paper focuses on developing options for the restructuring of the RPTA to carry out its new role. 相似文献
